The telco APIs (as you've pointed out) would be used to manage transport. While CPaaS (i.e. Vonage's services) would be used to create services on top of that transport. If the telco's want some of the CPaaS revenues, I think their best bet would be to open telco APIs to the CPaaS vendors, which the latter could incorporate into their current suite of features and services to now include transport options.
